Cosmos Business Systems completes the new integrated system for the “Household Basket” at the Hellenic Statistical Authority (ELSTAT)
Cosmos Business Systems, in collaboration with its subsidiary Cosmos Consulting, was selected as the contractor, following an open tender, for a project of the Hellenic Statistical Authority (ELSTAT) concerning the development of an integrated information system for the production of the Consumer Price Index (CPI) and the Harmonised Index of Consumer Prices (HICP).
The project forms part of ELSTAT’s strategic plan for the digital modernisation of critical statistical processes, aiming to improve the accuracy, transparency and timeliness of the production of official statistical data used at both national and European level.
The project involves the development of a modern, integrated information system for the production of the Consumer Price Index (CPI) and the Harmonised Index of Consumer Prices (HICP), with an implementation period of thirteen (13) months. The completed system supports the collection, processing, validation and analysis of statistical data, ensuring a high level of functionality, security and scalability.
More specifically, the national CPI covers the entire country and, on a monthly basis, surveys the prices of goods and services available for purchase by private households to meet their consumption needs. It measures changes in the retail prices of the goods and services that make up the so-called “Household Basket”. The survey is conducted across twenty-seven (27) price collection cities.
The Harmonised Index of Consumer Prices (HICP) is a consumer price index (CPI) calculated according to a common European approach, aiming to produce results that are comparable at European level. It measures, over time, changes in the prices of consumer goods and services acquired by households. Due to the common methodology applied, HICPs across European countries can be directly compared with one another.
This project confirms Cosmos Business Systems’ strategic position as a trusted technology partner for public sector organisations and highlights the vital role of technology in supporting statistical information, economic analysis and evidence-based decision-making.
“This project is a characteristic example of how technology can strengthen critical government functions. Through modern software architectures and a strong focus on data quality, we contribute to the enhancement of the country’s statistical production capabilities. For us, every such project represents a commitment to reliability, accuracy and long-term value.”
